After discovering large-scale manipulations in the legal process, in 1984 Judge F. Casson ordered a re-investigation of Italy's Peteano terrorist attack of 31 May 1972, which had originally been blamed on the left-wing 'Red Brigade' terrorists.
During Casson's investigations he discovered the Italian secret stay-behind army "Gladio" (the sword) hidden within the military secret service, and how it linked up with right-wing terrorist Vincenzo Vinciguerra, who confessed to having carried out the Peteano terrorist attack.
Vinciguerra, a member of the right-wing Ordine Nuovo testified to the importance of the "strategy of tension" through which members of the secret stay-behind armies and the military secret services manipulated the public through terrorism.
The secret armies supplied right wing terrorists with explosives to carry out terrorist attacks on the Italian population who were thereafter blamed on the communist party and the political left in general in order to discredit the left. "The terrorist line was followed by camouflaged people, people belonging to the security apparatus, or those linked to the state apparatus through
rapport or collaboration", Vincenzo Vinciguerra testified. Right-wing organisations across Western Europe "were being mobilised into the battle as part of an anti-communist strategy originating not with organisations deviant from the institutions of power, but from the state itself, and specifically from within the ambit of the state's relations within the Atlantic Alliance."
In August 1990, Italian prime minister Giulio Andreotti confirmed to the Italian Senate that Italy had had a secret (Nazi) staybehind army, codenamed Gladio - the sword. A document dated 1 June 1959 from the Italian military secret service, SIFAR, revealed that SIFAR had been running the secret army with the support of NATO and in close collaboration with the US secret service, the CIA.
The Center for Security Studies at the Swiss Federal Institute of Technology (ETH), Zurich, began a research project into Operation Gladio, headed by Daniele Ganser, who published the available country-specific evidence in the first English language book on the topic, entitled NATO's Secret Armies: Operation Gladio and Terrorism in Western Europe.

SUBJECT: International (Climate change / Peak oil) Strategy Action: STEP 1: End War on Terrorism, via TARBush (as ‘fairly’ as possible for both sides, and fairly enough to provide both sides with as close to a ‘clean slate’ as possible, to begin ‘working’ together co-operatively for a shared ‘brotherhood’ future).

BACKGROUND SUGGESTION:
I imagine both Peak Oilers and Climate Changers agree that, although individual, community, and even national action all do their bit, both issues could do with a serious international / multi-national co-ordinated and co-operative response, due to their planetary scope. Put differently, IF (and it’s a very big ‘if’) we are to internationally and comprehensively successfully mitigate both PO and GW (climate change), it is going to require nations to work together cooperatively in a peaceful, as co-ordinated as people get during ‘war-time’ manner.

So my brain has been pondering how – if it could be done, which many would consider impossible, i.e. futilitarian (but I am a Futilitarian Buddhist, so that’s what I do! ;-)) – what would it take for such co-ordinated, multinational co-operation?

INTERNATIONAL PEAK OIL / CLIMATE CHANGE INTERNATIONAL MOVEMENT STRATEGY SUGGESTION:

END WAR ON TERRORISM IN A MANNER WHICH THE CURRENT ‘COMBATANTS’ COULD FIND ‘FAIR’ ENOUGH TO ‘START A CLEAN SLATE’:

We would have to put an immediate end to the War on Terrorism big time, and in such a way that the current aggressors, could find at least some kind of platform whereby they may be willing to work together. We would have to do it reasonably quickly, and it would help if the process helped to inspire the relevant constituents to also ‘make up’ and start a new clean slate with enthusiasm for cooperation and working together!

So I drew up this – futilitarian ? – strategy idea, and then I faxed it off to all the foreign embassies in South Africa, for the attention of their Ambassadors/High Consuls, as well as to a few Congressional Rep’s and Senators in the US (Kucinich being one of them). (I share TARBush idea further below).

TO MY SURPRISE!!! I had two responses, from two ‘significant’ Middle Eastern Embassies, who both:
(a) telephonically contacted me to express both appreciation and interest in the idea. Note: I am not saying it is ‘endorsed’ by their respective ‘leaders’, but that they contacted me in their particular official capacities, representing their embassies, and considered the suggestion at the very least ‘fair’ and ‘worthy of consideration,’
(b) both expressed interest into ‘were there any NGO’s or other related organisations in South Africa or elsewhere endorsing, or interested in the idea’, and
(c) both expressed a request for further background information related to who I was, activism, any conflicts of interest, (i.e. was I working for some NGO, or political party, etc.)
(d) One of them gave me an email address for the particular individual who contacted me, requesting we keep in touch by email and correspond further on the issue, as well as that I send him any further information, on my writings on the suggestion and related informational issues, and issued a verbal official invitation from the embassy, to me, to visit the embassy and discuss the idea further, next time I was in Pretoria. In subsequent emails that invitation has again been expressed as ‘hope to see you soon’. (Note one of the embassies represents a Shia country and the other a Sunni country, and I have informed the latter one who called, of the name of the former embassy). And again, both are ‘significant’ countries in the Middle East, who both carry a significant amount of ‘clout’ related to their Shia/Sunni constituencies. So, if (another big ‘if’), a greater amount of support from NGO’s (South African and worldwide) could be gotten for the idea…. There are at the very least – individuals within Middle Eastern Governments, who consider it worthy of their appreciation and consideration.

What about America?

The ‘American’ part of my suggestion mirrors a suggestion by significant American progressives (which I only read about after my suggestion) very closely. Generosity Weekend (April 13-15, 2007) is dedicated to a new way of achieving national security for the United States. Today, most U.S. elected officials believe that the way to make the U.S. safe is to dominate and control the rest of the world, either through military aggression, diplomacy backed up by military threat, or economic means). Supporters of Generosity Sunday support making the United States secure by working with the rest of the world to eliminate poverty and repair the damage to our environment, thereby addressing the root cause of terrorism while drying up the anti-American sentiment on which it feeds. Several mayors have issued proclamations in support of Generosity Sunday, and the Vermont State House of Representatives has issued a Joint House Resolution declaring Sunday, April 15, Generosity Sunday in the state of Vermont.)

And lastly before I share the suggestion, let me add the following relevant bit of news, which occurred today (I am not saying it has occurred as a direct or indirect result of my original suggestion, but it definitely is – in my mind – a karmic synchronicity), which you shall see once I share my ‘strategy’ how it contributes:
